different areas where clusters of urban poor live. They represent the needs of all the
communities of their area, particularly of women and children. They are also a link-up
with various development agencies, and promote community action to fulfil the objectives
of the programmes including that of DWCUA.
[Swarna Jayanti Shahari Rozgar Yojana of which Development of Women and Children (DWCUA)
is a part, aims at providing employment opportunities and wage employment to poor in urban
areas. To achieve the objective SJSRY relies on community based organisations. Community
Development Societies (CDS) are formed by associating leaders/ members from Neighbourhood
Groups (A group of 10-40 women from poor or slum families with common interest) and
Neighbourhood Committees with similar goals (formed with representatives of a number of
NHGS, located closeby, preferably within the same electoral ward)].
CDS registered under Indian Societies Registration Act 1860 to be eligible for the
Grants-in-aid under various government Sponsored schemes meant for community development.
In rural areas of Delhi the programme is looked after by one Deputy Commissioner assisted
by Assistant Commissioner for districts. Five clusters of women's groups are selected in
each district as beneficiaries. |
